Much of the public debate over nuclear weapons has surrounded mass demonstrations and discussions of the weapons’ overwhelmingly destructive potential. Even though the specter of nuclear annihilation has seemed far too close at times, however, the weapon is among the greatest tools of peace ever developed, let alone among those developed as the ultimate weapon.
